    Attachment: Draft Ground Rules


Problem: 

The North-Central Regional Transit District hired the Community Store to conduct a series of retreats for the board of directors, focusing on topics chosen by the board to improve the operations of the board and the organization.


Participants:

•NCRTD staff


Process:

The tentative schedule for the series of board retreats is:

•February:  Roles

•March:  Board Operations

•April:  Service Plan (benchmarks)

•May:  Performance Measures

•June:  Strategic Planning


The first board retreat focused on identifying and distinguishing between the roles of the board and the staff.  As a group, the board discussed mission and vision statements and developed information to be included in draft statements.  The board then worked as a large group to discuss the roles and responsibilities of the board, staff, and executive director, and look at the areas where those roles overlap.  Board members developed a diagram explaining the roles and agreed to review it at a future retreat meeting.


At the second board retreat, the board reviewed a set of draft board ground rules based on the enabling legislation, the existing bylaws and policies, policies from other RTDs, and policies from other organizations.  The board discussed each proposed ground rule and suggested revisions.


Products of Retreat 1:

•Draft mission and vision statements will be developed using the board’s input by a committee including two board members and the facilitators.

•The diagram outlining the roles and responsibilities will be reviewed at a future meeting.


Products of Retreat 2:

•A second draft of the ground rules will be prepared for discussion at the next meeting.

•The facilitators will work with staff to prepare examples of other board voting options.

•Board members volunteered to prepare language about the use of board committees for inclusion in the ground rules.
